Does government need to worry about the miniscule number of people who might not get the dangers of smoking?

With Mommy G. now forcing pictures of smokers barfing up lungs and such on packs of cigs and getting really childish, I'm asking whether Mommy G. needs to worry about the handful of potential idiots who might be puffing away and not grasping the risk. Will any amount of mommying from Mommy G. change these people? Or is Mommy G.'s mommying simply part of Mommy G. trying to continually justify her never-ending increasing interference in our private lives?
