Forever 21- what's the fashion appeal?

Yeah, yeah, it's cheap. That's the only pro for Forever 21. I've been in several different stores and have never found a thing, yet the stores are two stories! They're always pretty disorganized (messily arranged, little to no method to the madness), and the clothes aren't very original, well put-together, or attractive in the store. However, I see that most recommendations for "cute summer clothes" on Yahoo! Answers is for Forever 21! And the girls my age practically hiss at me when I diss the store. So, really, what's the appeal?
